Abstract

This article is primarily concerned with the activities of the collective rural self-government in the maritime district of Rumia-Zagórze in the inter-war period (1919–1939). The following villages of the maritime district were included in the municipality: Rumia, Zagórze, Szmelta, Biała Rzeka, Krępiec, Janowo, and Ludwichowo. It sometimes included the settlements of Łężyce, Cisowa, and Kazimierz. The municipality was administered by three mayors in the years in question: Izydor Wysiecki (1920 to 1933), Jan Szczepański (1933–1934), and Hipolit Roszczynialski (1934– 1939). The article also discusses the administrative reform of 1933 (the so-called merging reform). It shows the influence of Gdynia on the development of the municipality of Rumia-Zagórze. It also considers the activities of the state and local authorities struggling with the unification of post-partition lands into a single Polish state.
