Rozwój przedsiębiorczości jako funkcja władzy samorządowej
Abstrakt
At the beginning of the chapter the evolution of a local self-government institution in Poland during the second half of the 20th century is described, with a special emphasis being put on the period after the decay of Polish People's Republic. Its legitimacy in a contemporary legal order is also outlined together with its basic functions and most crucial characteristics. Then, the concept of 'local economy' is defined as it constitutes theoretical basis leading to the major issue considered: the role and purposes of local self-government in managing local economy. The focus is put on the changing nature of investment and the necessity for the local government to conform to the free-market reality. The concept of business entrepreneurship ' in the European Union political strategy is analysed in detail. Then, the analysis is shifted to the local entrepreneurship and the role of innovation in the whole phenomenon. The importance of profound knowledge of the political bodies about the governed territories is emphasized and exemplified.
