Abstract

The metaverse, as an evolving digital environment combining virtual and physical realities, poses new challenges to administrative law systems. This paper examines whether current regulations are sufficient in light of rapidly advancing immersive technologies. It identifies regulatory gaps concerning personal data protection, jurisdiction, intellectual property, and the functioning of public administration in digital environments. The author highlights the need for internationalization of administrative law, the development of unified definitions, and the creation of flexible, interdisciplinary legislative strategies. The findings presented may serve as a basis for reforming administrative law in the age of virtual spaces.

Author Biography

Paweł Drembkowski

Paweł Drembkowski – PhD in Law, lawyer and expert in public administration, specializing
in public law. Certified mediator and court-appointed expert. Graduate of the Faculty of Law
at the John Paul II Catholic University of Lublin and numerous postgraduate programs, including
those at the National Defence University, Kozminski University, Collegium Civitas, the Institute
of Political Studies of the Polish Academy of Sciences, the Diplomatic Academy of the Polish Institute of International Affairs, the Jagiellonian University, Harvard University, and the Massachusetts
Institute of Technology. Since 2008, he has served as Director General of the Central Institute for
Political and Legal Analysis. He is the author and editor of numerous legal publications, including
statutory commentaries and academic articles on public administration
