After conducting an analysis of the academic libraries of France located in the mainland and in the overseas regions that belong to France, a conclusion can be drawn that they are all similar. Not only does they operate in the same manner but also they are subject to the same organizational and management system. However several factors have to be considered and explained further in order to describe and understand the differences between the French academic libraries located in different areas. These elements are the economical and geopolitical conditions, as well as ethnic backgrounds regarding the multiculturalism of the French territories. The article describes all of the aforementioned problems and presents how France, in cooperation with The European Union, is pursuing the cohesion policy in academic libraries located in different areas in the context of the local culture and educational system.
