The article reconstructs the conception, organisation and course of the 1st Polish Film Festival in Gdańsk (7–14 September 1974) on the basis of extensive archival research and contemporary press accounts. It traces the evolution of the Festival’s institutional framework, from Andrzej Cybulski’s initial project to its final state-approved form, revealing its dual function as both a showcase of national cinema and an instrument of cultural policy in the Polish People’s Republic. Particular attention is given to programming strategies, organisational structures, and social ambitions of the Festival, including audience engagement and ideological aims. The study also analyses the budget, infrastructure, and accompanying events, situating the inaugural Festival within broader debates on film culture, distribution, and state patronage.
