Pozycja, kształt i funkcjonowanie Państwa Islamskiego na terenie Iraku uwarunkowane jest relacjami terrorystów z miejscową ludnością, co ściśle powiązane jest z sytuacją polityczną w tym państwie, wpływając na osłabienie, bądź umocnienie organizacji. „Sunnickie Przebudzenie” którego początek datuje się na przełom roku 2005 i 2006 w znaczny sposób zagroziło egzystencji organizacji, lecz autorytarna polityka premiera Nuri al-Malikiego, będąca następstwem spadku ingerencji Stanów Zjednoczonych umożliwiła jej odbudowę oraz dalszą ekspansję.
