Odpowiedzialność konstytucyjna Prezesa Rady Ministrów
Abstrakt
The Prime Minister, due to his political position, should be particularly carefully assessed from the point of view of the constitutionality of fulfilling his duties. The Author focuses on the constitutional responsibility of the Prime Minister as the chairman of the Council of Ministers, as an entity countersigning the President’s official acts and as a person coordinating and controlling the work of ministers. Both in the Second Polish Republic and after its restitution in 1982 due to the lack of political will, constitutional responsibility proved to be of little use in practice. The article presents the numerous possibilities of its application in relation to the prime minister.
