MAAS AS A CATALYST FOR URBAN MOBILITY TRANSFORMATION IN CENTRAL AND EASTERN EUROPE: PERSPECTIVE ON THE IMPLEMENTATION OF THE MAAS CONCEPT IN POLAND BASED ON THE GDAŃSK-GDYNIA-SOPOT METROPOLITAN AREA

Objective
The objective of this paper is to analyze the feasibility of implementing Mobility-as-a-Service (MaaS) in Central and Eastern Europe, using the Gdańsk-Gdynia-Sopot Metropolitan Area (OMGGS) as a case study. Post-socialist cities are characterized by the dominance of private transport, low-quality public transport services, and limited multimodal integration. MaaS is presented as a potential catalyst for urban mobility transformation. Its implementation can lead to congestion and CO₂ emission reduction, increased digitalization, fare integration, improved transport service quality, enhanced access to shared mobility, and widespread adoption of micromobility solutions.
Methodology
A critical literature review and qualitative content analysis of strategic and planning documents were conducted. Additionally, a case study method was employed to assess MaaS implementation in OMGGS, allowing for the identification of three time horizons for implementation.
Findings
The analysis indicates that OMGGS has significant potential for MaaS deployment. Key steps for MaaS implementation were outlined across three time horizons: short-term (1-3 years), involving the development of the FALA system and transport integration; medium-term (3-5 years), requiring service and fare integration as well as the expansion of transfer infrastructure; and long-term (5-10 years), focusing on full digitalization and comprehensive integration. These proposed timeframes serve as a roadmap for local authorities, guiding the implementation of MaaS to enhance urban mobility transformation, improving efficiency and service quality.
